胡曉嵐 Hsiao-Lan Hu

國立政治大學地政學系碩士，具中央與地方財務、財產及稅務行政完整歷練。局長任內率全國中央與地方政府之先發行永續發展債券，將ESG理念融入市政融資，支持淨零轉型、重大建設及永續城市發展，展現創新財政治理成果。

Ms. Hu, Commissioner of the Department of Finance, Taipei City Government, holds a Master’s Degree in Land Economics from National Chengchi University. With extensive administrative expertise in fiscal, public asset, and tax administration at both central and local government levels, she has actively championed sustainable finance initiatives. Under her leadership, Taipei became the first government entity in Taiwan—at both central and local levels—to issue a Social Bond under a Sustainability Bond framework. By aligning with international standards and integrating ESG principles into municipal infrastructure financing, Ms. Hu has successfully directed funding to support the net-zero transition, major public construction projects, and sustainable urban development, showcasing highly innovative achievements in financial governance.
